Costea, pourriez-vous nous expliquer en quoi consiste votre mission et quel est l’objet de votre visite à Genève ?<br />
</strong>Je suis tout d’abord ravi de revenir à Genève. Mes responsabilités actuelles couvrent les organisations multilatérales, bilatérales et internationales, notamment celles des Nations Unies dans leur ensemble, évidemment l’Union européenne et l’OSCE.</p>
<p><strong>Que pensez-vous des évènements qui se déroulent au sud de la méditerranée ?<br />
</strong>Nous ne percevons actuellement qu’une image médiatique de ces évènements. Il est indispensable de prendre du recul car il est évident que l’Histoire est en train de s’écrire. Le rôle de l’ONU et notamment du CDH pourrait politiquement s’avérer important en réagissant pour condamner des dérives à l’unanimité. Au niveau humanitaire, j’entendais la porte parole d’UNHCR évoquer la situation des réfugiés en mentionnant que 12 000 personnes passent la frontière quotidiennement entre la Libye et la Tunisie. Nous devons prendre en compte les disparités économiques entre les trois pays concernés, la Libye, l’Egypte et la Tunisie. Enfin, les problèmes institutionnels doivent également être résolus pour veiller à la mise en place de la démocratie. La Roumanie est un pays qui a connu des soubresauts comparables. Nous disposons d’une certaine expérience en la matière. Nous souhaitons faire partager cette expérience : ce qui a réussi, quelles ont été nos erreurs.</p>
<p><strong>Vous avez présidé le Conseil des Droits de l’Homme. Quelle est votre évaluation sur son évolution et quelle est l’importance accordée aux travaux du CDH par la communauté internationale ?<br />
</strong>Le CDH reste toujours le résultat le plus concret de la réforme de l’ONU même s’il a fait l’objet de critiques, et ce, dès sa mise en place. Le CDH a démontré qu’il pouvait avoir une influence déterminante dans la résolution de conflits, instauration de la démocratie grâce à l’évaluation périodique universelle. Il s’agit d’une véritable clé qui sert à ouvrir les portes du dialogue. L’idée d’être membre du CDH joue un rôle positif pour inciter les autorités des pays à mettre en place un processus conforme aux attentes de leur population. Nous observons encore des faiblesses, notamment des don-nées dans l’agenda : nous pensons que les fondements de ce magnifique outil ont été posés, il reste beaucoup à faire. La visibilité est mitigée. Les résultats sont difficilement lisibles pour le public. Mon pays a joué un rôle très important dans le processus d’évaluation, notamment grâce à Mme Maria Ciobanu, Ambassadeur à Genève, en tant que facilitatrice.</p>
<p><strong>Quels sont, d’après vous, les points qui rendraient difficile l’obtention d’un consensus à l’égard de l’évaluation du CDH ?<br />
</strong>Les difficultés ont été soulignées lors de la présidence mexicaine, soit la dernière session du Conseil. Une tendance peut être changée. Les droits de l’homme sont un sujet politique qu’il ne faut cependant pas sur politiser.</p>

<p>Revolution. Have you noticed that the word has a significant double meaning?</p>
<p>A revolution is the time it takes the planet to revolve around the sun. It is also an abrupt change that occurs when a group revolts and rises up as an insurgent body against the authority in power.<br />
In mid-March of this year, as I laboriously write these lines, several peoples are in revolt; our planet is in revolt.<br />
In both cases, no one is in control. Humanity is spectator to a tidal wave that is destroying whatever is in its path. The representatives of this planet, our international institutions who are so proud of their own power, are frustrated and powerless to stop the devastating force of these raging elements.</p>
<p>At worst, they hope that poorly controlled technology or a pretence of democracy swept away by the fury of the elements won’t have devastating consequences on their own interests, whether political or economic. At best, they try to resolve those humanitarian problems in circumstances they contributed to create.</p>
<p>Like everyone else, I neither know of nor can propose any definitive solutions. And like everyone else, I am no actor, only a spectator, but I can say, Let’s organize!</p>

<p>An image of a blue lagoon evokes in our imagination turquoise-blue and warm waters of the ocean, with white sandy beaches, or at least a bay at the sea coast with coralline blue waters and light sand. In reality, a blue lagoon can be found far away from the ocean and sea and in the middle of the country even.</p>
<p>Switzerland is a mountainous and landlocked country without direct access to the open sea. The country is linked with the sea through its rivers that connects to some major European rivers. These rivers ultimately flow into the seas: Rhine River (North Sea), Rhone River (Mediterranean Sea), Inn River through the Danube (Black Sea) and Ticino River through the Po (Adriatic Sea).</p>

<p>Switzerland has many majestic lakes, large and small. The two most extensive, Lake Geneva and Lake Constance, balance each other as they are situated on the opposite corners of Switzerland: one on the southwest corner and the other on the north-east. They are also the largest, but not wholly Swiss. Switzerland has 16 lakes with a surface area larger than 10 km²:</p>

<li>Lake Constance (Bodensee); 541.1 km² (shared with Germany/Austria)</li>

<li>Lake Maggiore (Lago Maggiore); 212.3 km² (mainly in Italy)</li>
<li>Lake Lucerne (Vierwaldstättersee); 113.7 km²</li>

<li>Lake Lugano (Lago di Lugano, Ceresio); 48.7 km² (partially in Italy)</li>
<li>Lake Thun (Thunersee); 48.4 km²</li>

<p>There are no large lakes in the Swiss portion of the Inn basin. The Lake Sils, which is about 5 km-long, is already the most extensive. Since the twentieth century, a large number of dams have been built in the Alps and elsewhere, resulting in many artificial lakes. The largest is the Sihlsee (and fifteenth largest of all Swiss lakes) on the river Sihl, south of Lake Zurich. Smaller mountain lakes are innumerable and Blausee is one of them.</p>
<p><strong>Blausee</strong> (literally: <em>Blue Lake</em>) is a small lake in the Kander valley near the river Kander. It is 887 metres above Kandergrund and occupies an area of 0.64 hectares. Administratively, it belongs to the Bernese Oberland. The lake can be reached by bus from the train stations of Frutigen or Kandersteg. Thanks to its very special color and crystal- clear water sourced from subterranean springs, Blausee is one of the best-known mountain lakes in Switzerland. It is located in the midst of a 20-hectare large nature park with a landscape formed by a rock slide that led to the creation of the lake.</p>

<p>Engageons les hommes pour mettre fin aux mutilations génitales féminines : devise de l’exposition du mois de mars à l’occasion de la Journée internationale de la femme. Des peintres africains passent un message fort à travers les arts. Le rôle clef des hommes dans toute cause touchant le droit des femmes est ostensible, mais souvent inaperçu. En 2009, des organisations travaillant pour l’abandon des mutilations génitales féminines (MGF) ont commencé à sensibiliser les hommes. En 2011, d’autres organisations ont demandé aux hommes de s’impliquer. En 2012, les hommes sont toujours une minorité lors de ces manifestations.</p>
<p>C’est à travers la culture, les musiques et les arts qu’une jeune organisation essaie de sensibiliser le grand public et spécialement les hommes pour la cause : l’Alliance globale contre les mutilations génitales féminines (AG-MGF). En collaboration avec l’UNFPA, maître d’oeuvre de l’événement, l’AG-MGF et son partenaire UNANGO mobilisent leur réseau d’artistes afin d’organiser une exposition hors du commun. La Suisse, la Norvège et le Burkina-Faso soutiennent et prennent la parole lors du vernissage. Le Directeur général de l’ONUG, M. Tokayev souligne l’importance de la cause pour l’ONU lors du discours d’ouverture. L’engagement personnel de M. Chikvaidze, Président du comité des activités culturelles et de son équipe dirigée par Mme Barber ont jeté les bases pour la réussite de cet hommage aux femmes.</p>
<p>La source du succès est les artistes : Ojo Olaniyi, Dafe Sowho, Akanimoh Umoh, Dele Oluseye, Segun Adejumo, Godfrey Williams-Okorodus et Ifeoma Anyaeji (Nigéria), Souleymane Ouedraogo (Burkina-Faso) et Lisa Brunner (Suisse). Les oeuvres exposées expriment leurs réflexions sur la situation de la femme (particulièrement celle touchée par les MGF). Au début, l’âme de l’artiste est profondément touchée par l’acte lui-même. Les peintures de cette phase traitent du sujet d’une façon directe et parfois choquante. Après cette première libération émotionnelle, l’artiste prend du recul et porte son regard sur le phénomène dans sa globalité, comme le fait Godfrey Williams-Okorodus, l’artiste principal de l’exposition. Avec ses collages « Soul Gazers » il aborde le sujet d’une manière subtile. 30 portraits de femmes inconnues qui portent des masques en métal. Les observer crée un effet de miroir à la fois fascinant et perturbant. Contrepoint : les femmes masquées photographiées par Lisa Brunner.</p>
<p>Le spectateur a pu se laisser envahir par les sensations qui émanent des portraits et des autres oeuvres. Un ensemble de peintures qui, dans leur diversité artistique, ont donné droit à la devise de l’exposition. Le 8 mars, la femme a été au coeur du Palais et au centre de l’attention.</p>

<p>Dans la cité de Genève, tour de Babel où le multilinguisme n’est plus et depuis longtemps une vue de l’esprit, World Radio Switzerland (WRS), émet ses programmes en langue anglaise depuis 1996.</p>
<p>Elle offre à ses auditeurs une véritable opportunité pour aborder naturellement et activement la vie locale et permet, dans le même temps, aux non anglophones d’écouter cette musicalité propre à la langue anglaise et de l’intégrer peu à peu. Les différents partenaires culturels, économiques, diplomatiques, les professeurs de langues qui officient à l’ONU, sont attachés à cette radio qui offre un espace unique de partage et d’écoute.</p>
<p>La petite voix de cette radio n’est pas nécessaire, elle est indispensable pour maintenir cette cohérence fragile qui favorise une volonté d’internationalité en dépit des difficultés.</p>
<p>En ces termes, la crise que traversent tous les médias, la concurrence nécessaire entre les trois radios anglophones qui émettent à Genève, ne devraient pas avoir pour conséquence que l’une d’entre elles se taise à tout jamais. C’est pourtant ce qui risque de se produire.</p>
<p>La tour de Babel est souvent représentée sur les gravures comme une spirale. Les spirales négatives entraînent toujours des effets collatéraux.</p>

<p>In Geneva, a Tower of Babel where multilingualism is not and has not been for a long time merely an empty wish, World Radio Switzerland (WRS) has been broadcasting in English since 1996.</p>
<p>The station offers its listeners an easy and active approach to local life and at the same time allows the non-English speaking listeners to hear the musicality of the language, to absorb it little by little. Many different partners, cultural, economic, Diplomatic or language teachers at the UN are faithful listeners to this radio station with its unique style and programming.</p>
<p>The station’s voice, though small, is not only necessary it is indispensable to maintain the link that promotes a spirit of internationalism despite the difficulties.</p>
<p>In other words, the crisis that is hitting all the media and the competition between the three Anglophone radio stations broadcasting from Geneva should not mean that one of them is shut down forever. Yet this may happen.</p>
<p>Engravings of the Tower of Babel that we see often become a spiral. Downward spirals always entail collateral damage.</p>

<p>Traspasaron la barrera de la desconfianza y hoy las redes sociales ya forman parte de la vida cotidiana de individuos y empresas. Hoy en día todo se expone en la Red, la vida pública y privada, fotos, música, venta de productos y servicios.</p>
<p>Criticadas por los más escépticos, las ONG y sus amigos, han sabido valerse de ellas en su favor. Son una herramienta gratuita y masiva, que bien utilizada pueden servir para crear conciencia social y ayudar al próximo, todo a partir de un sólo click.</p>
<p><strong>Una herramienta que permite el diálogo </strong><br />
Luego del terremoto del 2011 en Chile, se produce en el país la necesidad de reconstruir de manera rápida y eficiente. Es ahí cuando desde Iloca, una de las zonas más afectadas, el abogado Felipe Cubillos envía un e-mail a todos sus contactos haciendo un llamado a colaborar. La avalancha de e-mails que recibe hacen que deba cambiarse de plataforma y comienza a utilizar Facebook y Twitter para canalizar la ayuda. Nace entonces la Fundación « Desafío, Levantemos Chile ». Más tarde se crea la página Web conectada a varias redes sociales, incluso Youtube, donde se sube los videos del trabajo en terreno. Una fundación que nace desde las redes sociales, y que se desarrolla a través de ellas con gran éxito.</p>
<p>La redes sociales son un espacio participativo, en el cual todos pueden opinar, donde todos son iguales, sin importar edad, sexo o nacionalidad, cada opinión cuenta y es publicada una al lado de la otra.</p>
<p>Rodrigo Sepúlveda, encargado de redes sociales para el Desafío destaca su importancia porque permiten « crear una sociedad civil y encontrar las soluciones de los problemas juntos. Como ciudadanos somos todos responsables de nuestros problemas sociales y está en cada uno poder contribuir para solucionarlos. Sepúlveda agrega que estas vitrinas » permiten utilizar imagen, video y enviar mensajes directos a todos quienes quieren estar atentos de las actividades que se realizan, son instantáneas y permiten, además, interactuar en terreno con los seguidores ».</p>
<p>Para Claudio Bravo, experto en Social Media y comunicación, son Facebook y Twitter las que actualmente generan más tráfico, además de Youtube, una interesante herramienta audiovisual que permite distribuir el contenido también en las anteriores.</p>

<p><strong>Why did WHO decide to focus on healthy ageing for this year’s World Health Day? </strong><br />
The world is rapidly ageing and this has significant consequences. The number of people today aged 60 and over is double what it was in 1980, and within the next five years the number of adults aged 65 and over will outnumber children under the age of 5. The challenge is to ensure that people not only live longer but also stay healthy for as long as possible. We hope that World Health Day will help mobilize governments, societies, and individuals to respond to this challenge.</p>
<p><strong>What are the key issues countries face as their populations age? </strong><br />
The key issues are to keep people healthy for as long as possible; to break down the barriers that prevent the ongoing participation of older people and provide care for those who can no longer look after themselves. And we need to do this in poor as well as rich countries. We also need to think again about what it means to be old. Stereotypes of ageing from the 20th Century will not help us create the sort of society in which we might want to live in the 21st.</p>
<p><strong>And what could be done to bring down these barriers? What can governments do to create agefriendly societies?</strong><br />
We all have a role to play in the creation of age-friendly societies: governments, social partners, policymakers, service providers, families, friends, neighbours and strangers. We all have to think about the society we might want to live in as we age. Governments need to make sure that older people get the same opportunities to participate in social, economic and cultural affairs as their fellow citizens and that they are treated with equal dignity and respect. They need to look at existing barriers to participation, for example mandatory retirement ages and other legislation or incentives that discourage older people from active social engagement. There are also many physical barriers we need to address, for example making sure public transport is accessible and affordable. Perhaps most important is to remove the artificial idea that one night at midnight, we suddenly become “old” and need to be treated differently. Viewing ageing as something that happens across the life course, doing what we can to ensure good health across life, ensuring financial security for all and then ensuring our society is a positive place to live for those who lose their health or the ability to look after themselves would be a good place to start.</p>

<p>The current Flexible Working Arrangements (FWA) policy was introduced in Geneva on 1 June 2003 (ST/SGB/2003/4, IC/Geneva/ 2003/28), with the aim of providing staff with possibilities to improve the balance between their professional and personal lives. However, since its introduction, very few staff have availed themselves of one of the available options: telecommuting, staggered working hours, compressed work schedule (10 days in 9), scheduled break for external learning, or 50 and 80 percent part-time work.</p>
<p>But FWA are essential in today’s world. The region is becoming more congested with vehicles, weather conditions are often increasingly adverse and the forthcoming Palais renovations will necessitate relocating many staff to temporary offices for considerable periods. Working parents also need help in juggling professional and family life. Full-time staff in Geneva are required to work a 40-hour week. However, work loads change; some days are heavier than others, yet neither the current system of FWA nor the compressed work schedule allows for this. Staff are required to commit to a fixed time schedule in advance, stating in writing their daily starting and finishing times (and for the compressed work schedule their chosen day off). From the feedback received, these two options appeal to very few staff and managers due to their rigidity. Staff should be able to record their start and finishing times, settling the balance at regular intervals, either through additional hours or compensatory time off. Staff could then be present when the workload was heaviest but also have the flexibility they would like for their personal reasons. Staff that are part-time are not allowed to work overtime, but by relaxing the rules slightly, these staff could also possibly adapt their hours around the workload of the service.</p>
<p>The few staff that have been able to avail themselves of the option of telecommuting have reported improvements in their productivity. They have benefitted from having more time to dedicate to their work by avoiding long commutes, heavy traffic, suffering fewer distractions. However, it appears that there has been a lack of confidence by some managers thinking that staff will not work their full hours or that certain functions can not be performed outside of the office i.e administrative. But staff need to be able to prove that they can perform their functions responsibly without constant supervision. Most functions can be undertaken from home, as the technology exists that allows access to shared drives, IMIS, etc., but there has been an objection to the cost of this software by managers. But staff should be allowed the option of financing this software themselves. (IC/Geneva/ 2003/28 para.27).</p>

<p>Using the slogan “Good health adds life to years”, campaign activities and materials will focus on how good health throughout life can help older men and women lead full and productive lives and be a resource for their families and communities.</p>
<p>The campaign aims to raise awareness of the individual and societal misconceptions, discrimination and abuse that prevent active and dignified ageing.</p>
<p>It will also highlight ways in which we can all take action to ensure older people can play an active role in society.</p>
