In 2010, the CAGI (Geneva Welcome Center), UBS and the association of the shopkeepers of the Petit-Saconnex created the International Evening which took place on the Place du Petit-Saconnex. This event becomes this year the International SaturDay’n'Night and will be held for the first time on the field of La Pastorale.

In the afternoon, on the occasion of the Environment Week and World Oceans Day on June 8, the association “J’aime ma planète Genève” and Eduki foundation will present games and awareness workshops for the whole family. “Fondation GoodPlanet Suisse” will show its latest movie, “Planet Ocean” directed by Yann Arthus-Bertrand and Michael Pitiot. Our youngest guests will also be able to enjoy, in a reserved space, different inflatable games and a new concept of Kids and Teens Disco.

Then the Lion Dance, Chinese tradition that brings happiness and prosperity, a fashion show by student designers of IPAC DESIGN GENEVE school, an introduction to world dances (Bollywood, Oriental, Country Line Dance and Zumba) organized by Ecole-club Migros, a member of the CAGI.

At 8pm Licia Chery, a Swiss artist of Haitian origin, will perform an exceptional concert, filled with emotions and good mood. The evening will continue with a Salsa party until midnight.

Throughout the day, food trucks spread across the field of La Pastorale will propose dishes of rich and various flavours from around the world.

An afternoon and an evening full of festivities, delighting all publics through various universes, uniting the local population and the Internationals in a multicultural, convivial and friendly atmosphere.

The sculpture that you see is a truth box. Carved on the pediment of the Palace of the Doges in Venice, it allowed citizens to denounce their contemporaries’ devious or criminal behaviour by discretely slipping a letter into the open mouth: three signatures were necessary. A complete inquiry then took place for both the victim and the informants. The accused could be condemned after inquiry and judgment. As for the informers, they were severely punished if they made an arbitrary accusation. Delation (an archaic term in English) is defined as denunciation in order to receive personal gain or inspired by a contemptible motive. Some recent news (where it is mention of Swiss bank accounts) demonstrates that accusations and denunciations emanating from individuals or journalists can never be brought to the public without serious verification, witnesses and proof being furnished. What about whistleblowing within the United Nations? The “mouth” is now electronic and seems to be used carefully in most cases. Being anonymous and personal, the message is meant to denounce behaviour that deviates or is contrary to the regulations of the United Nations.

Like the Republic of Venice, a selfish denunciation is undoubtedly contrary to the rules.

La sculpture que vous apercevez est celle d’une bouche de vérité. Gravée sur l’un des frontons du Palais des Doges à Venise, elle permettait aux citoyens de dénoncer, en glissant discrètement une lettre dans cette bouche, les comportements déviants, voire criminels de leurs contemporains : trois signatures étaient nécessaires. Une enquête complète était menée aussi bien pour les dénoncés que pour les dénonciateurs. Les premiers pouvaient être condamnés après enquête et jugement. Quant aux seconds, ils étaient punis très sévèrement en cas de dénonciation calomnieuse. La délation est, en effet, selon sa définition « une dénonciation faite dans le but d’en retirer un avantage personnel ou inspirée par un motif méprisable ».

Une actualité récente (où il est même question de comptes en Suisse), démontre que des accusations et dénonciations qu’elles émanent de particuliers ou de journalistes, ne peuvent, en aucun cas, être lancées à la légère, sans qu’une vérification sérieuse, des témoins et des preuves ne soient fournies. Qu’en est-il pour les Nations Unies ? Devenue électronique cette bouche semble être utilisée à bon escient dans la plupart des cas. Restant anonyme et individuel, le message vise à dénoncer les comportements déviants et contraires aux règles érigées par les Nations Unies.

Comme dans la République de Venise, la délation est assurément contraire à ces règles.

Entretien Christian Dupessey, maire d’Annemasse

Christian Dupessey reçoit UN Special dans son bureau de la mairie. Natif d’Annemasse, éducateur de formation, l’homme est précis et communicatif. Ces questions-réponses vont rapidement se transformer en dialogue.

La position enclavée de Genève entre l’Ain et la Haute-Savoie favorise-telle des initiatives d’envergure internationale entre ces trois entités ?
La Genève internationale s’étend sur toute la « France voisine ». C’est une spécificité unique à notre Région.

Montez au sommet du Salève et observez: voyez-vous des frontières ? Entre le Jura et les Préalpes, un bassin de vie unique s’étend autour du lac, avec ses différences historiques et politiques. Une région comme la nôtre a la capacité de définir une organisation urbanistique d’envergure, d’avoir une vision partagée de l’avenir pour une population de 900 000 habitants. Le projet Annemasse Agglo est par définition un projet transfrontalier franco-valdo-genevois. Il faut construire Le Grand Genève ensemble, tout en respectant nos identités et nos différences. En dehors des grands projets qui nous unissent : transports, urbanisation, protection des espaces verts, maîtrise du développement démographique, il est également important que la vie quotidienne des citoyens ne soit pas négligée, soit l’emploi, le logement, la formation, l’éducation et la santé. Notre projet commun d’Agglomération n’est pas facile à réaliser. Nous nous sommes donc dotés d’un outil de gouvernance comptant 24 partenaires : le GLCT (Groupement Local de Coopération Transfrontalière) pour maintenir le cap, attribuer les fonds idoines et atteindre nos buts communs.

Comment fonctionne le triumvirat franco-valdo-genevois ?
Annemasse fait partie intégrante du Grand Genève. Nous participerons à toutes les actions où notre population peut se sentir gagnante. La compréhension et l’adhésion à notre projet d’Agglomération nous permettront aussi de lever les blocages, les populismes ou autres replis sur soi qui nous handicapent. Les forces politiques, des deux côtés de la frontière, sont convaincues que la réussite se fera ensemble. L’obstacle le plus important est la difficulté pour l’État de Genève de tenir ses engagements en matière de logement. Le projet Annemasse Agglo prévoit la création de 2500 logements par an, pas facile ! Le développement démographique doit être globalement pris en compte par une des régions les plus attractives d’Europe, et ce grâce à la locomotive de Genève. Mais, sans wagons, une locomotive ne transporte rien.

LE CICG

EMMANUELLE HORVAT GANTET, ONU GENÈVE

Le Centre International de Conférences de Genève, le CICG, a été entièrement rénové en 2005 puis il s’est doté d’équipements audio, vidéo et d’interprétation à la pointe de la technologie en 2010. En 2013, le CICG a 40 ans. L’occasion pour UN Special de reprendre contact avec sa directrice Sophie Dubuis pour dresser le portrait de ce bâtiment discrètement implanté à deux pas de la Place des Nations au coeur de la Genève internationale.

Il y a trois ans, lorsque UN Special vous a rencontrée, votre équipe était composée de 21 personnes et accueillait par an environ 50 000 personnes et 300 événements dont 80% de la Genève internationale. Qu’en est-il aujourd’hui ?
Cette photographie est encore d’actualité et, depuis 2012, avec une meilleure gestion des salles et un meilleur contrôle des charges, nous avons atteint notre équilibre financier. En 2013, le chiffre d’affaires du CICG se porte à 10,5 millions de francs suisses, réalisé avec 22 salles de conférence, commissions et salons. Leurs grandes modularités et les commodités offertes en installations technologiques, interprétation, restauration, exposition et confort donnent à ce centre sa place au coeur des rencontres internationales, du monde diplomatique et de la politique internationale à Genève.

Pourquoi la Genève Internationale représente-t-elle une part aussi importante de votre activité ?
En fait nos ressources financières et administratives ainsi que les bâtiments relèvent de la Fondation des Immeubles pour les Organisations Internationales, la FIPOI. Par ailleurs, la Confédération suisse paie la location des salles pour les conférences organisées par les organisations internationales gouvernementales et non gouvernementales, la Ville ou l’Etat de Genève. La Confédération ne prend pas par contre en charge les prestations complémentaires telles que les demandes techniques audio, vidéo, d’interprétation ainsi que la restauration qui sont facturées directement aux utilisateurs. Il faut savoir aussi que les ONG ont des restrictions au Palais des Nations qu’elles n’ont pas au CICG, telles que filmer, faire des photos, remettre des prix ou faire la promotion d’un livre, par exemple. Le CICG est vraiment tourné vers la Genève Internationale, au service des organisations internationales dans l’esprit de la Confédération. Notre image s’est développée sur cette thématique de la diplomatie. C’est pourquoi nous accueillons très peu de réunions d’entreprises qui préfèrent des infrastructures moins feutrées et plus adaptées à l’événementiel.

Dr. Joy St. John is Chief Medical Officer in the Ministry of Health of Barbados. She has been a Member of the Executive Board (EB) of the World Health Organization (WHO) for the past three years and was elected Chair of the EB in May 2012.

Dr. Joy St. John, you were appointed Chair of the Executive Board of the World Health Organization (WHO) in May 2012, your term will come to an end this month. What is your overall evaluation of this one-year chairmanship?
This has been one of the most intellectually exciting and stimulating periods of my public health career. I have been challenged but not overwhelmed. I have achieved more than I expected in terms of observing the success in advancing the WHO reform agenda, realizing the gains in the Noncommunicable Diseases global agenda and advancing technical health initiatives.

The complexity of this year’s work of the Executive Board has been just the right level.

In fact, I wish I could have done more work. When you were elected Chair, what was your main objective?
I wanted to see the consensual advancement of WHO reform goals set by the Executive Board (EB) and help WHO fulfill its mandate to the United Nations on Noncommunicable Diseases. These were of equal importance to me, and so must be represented as my main objective.

Before being appointed member of the Executive Board in 2010, you contributed to different initiatives within the Organization and worked on reform issues. How did this experience help you in your role as Chair in the WHO Reform debates during the EB in January?
When I first became Chief Medical Officer in 2005, Barbados was the chair of the Pan American Health Organization (PAHO) in the 21st century team which devised the position paper and processes for PAHO reform. Many of the lessons learnt at that time helped me in the analysis and understanding of the WHO reform proposals which the members of the Board put forward.

The Validation of Learning from Experience is a process by which one can obtain all or part of a certification (professional diploma, certificate of professional or vocational aptitude) and official recognition of skills gained through experience.

Following the restructuring of WHO services in 2011 and during an interview I had with the Staff Association, my attention was drawn to the fact that the skills I had acquired by professional experience could be validated and that I could be awarded the same certification that I would have had, had I followed a course of study. Indeed, validating the skills I have acquired through experience, performing my daily tasks at work over the years, has been the easiest way for me to be awarded a Postsecondary Technical Certificate (Brevet de Technicien Supérieur) in environmental health and sanitation, without having to enroll on a training course, go back to school and study French, Maths or any other subjects. Full of enthusiasm, I immediately engaged in the application procedures required by the Local Education Authority. The request for validation of learning experience is a two-stage process:

– First you must complete a file (booklet 1) which the authority in charge of studying your request will use to decide if you are eligible, i.e. if you fulfill the conditions established by the law, given the extent and length of your experience

– In a second stage, once your application has been declared eligible, you will have to complete another file (booklet 2), in which you must provide very precise information on your salaried activities and employment conditions, so that the panel that will study your presentation file can decide to grant all or part of the diploma you are applying for.

The panel is nominated by the Local Education Authority registrar. In France, the panel members are representatives of the Department of Education and skilled representatives of the intended profession. The last stage consists of a panel interview during which you will have the opportunity to demonstrate your oral and presentation skills. The aim is to substantiate in an explicit manner the information contained in your file. In 2013, after one year of personal involvement and work, I am proud to say that I was awarded the Higher National Technical Diploma (Brevet de Technicien Supérieur) in environmental health and sanitation. Give it some thought!

LE SAVIEZ-VOUS ?

« La Validation des Acquis de l’Expérience est un dispositif permettant l’obtention de tout ou partie d’un titre reconnu (diplôme, titre à finalité professionnelle ou certificat de qualification professionnelle) et une reconnaissance officielle des compétences acquises par l’expérience ». Suite à la restructuration des services de l’OMS en 2011, c’est lors d’un entretien avec l’Association du personnel que mon attention a été attirée sur la possibilité de faire valider les acquis de mon expérience professionnelle, en vue de l’acquisition d’un diplôme au même titre que je l’aurais obtenu en suivant un cursus normal.

En effet, lorsque vous exercez les tâches quotidiennes de votre métier et que vous n’en n’avez pas le titre, mais l’expérience et les compétences avérées de plusieurs années, alors la VAE a été pour moi le moyen le plus facile et le plus rapide d’obtenir un Brevet de Technicien Supérieur Hygiène, propreté, environnement sans devoir suivre une formation, repartir sur les bancs du lycée et sans devoir étudier le français, les mathématiques ou toute autre matière. Très enthousiaste, j’ai aussitôt entrepris les démarches nécessaires auprès de l’académie de mon département. La demande de validation des acquis de l’expérience s’effectue en deux étapes :

– Vous devez d’abord remplir un document appelé « Livret 1 » qui servira aux services chargés d’étudier votre demande afin de voir si celle-ci est recevable, c’est à dire si vous remplissez les conditions fixées par la loi, étant donné le champ de vos expériences et leurs durées.

– Dans une seconde étape, lorsque votre demande aura été déclarée recevable, vous devrez remplir un second document appelé «livret 2» en précisant vos activités salariées,leurs conditions d’exercices, de façon à permettre aux membres du jury qui examineront votre mémoire, de vous délivrer totalement ou partiellement, le diplôme auquel vous postulez.

Le jury est nommé par le recteur. Il est composé de représentants de l’Education Nationale (en France) et de représentants du monde professionnel en rapport avec le diplôme visé. La dernière étape est un entretien devant le jury qui vous permet de mettre en valeur vos capacités d’élocution et de présentation. Le but est d’expliciter et de compléter les informations contenues dans votre dossier. C’est à partir de ce dernier et de l’entretien que le jury décidera de la remise ou non, en tout ou partie du diplôme. En janvier 2013, après une année d’engagement personnel et de travail, j’ai reçu la validité globale de mon diplôme, BTS Hygiène, propreté, environnement, ce dont je me félicite. Alors pensez-y à deux fois !

Part 2

WHO HQ, EURO, PAHO AND IARC STAFF ASSOCIATIONS

The first part of this series published in UN Special of June 2012, established that a system of justice has to meet several criteria, including independence, professionalism, fairness and timeliness. These are the main ingredients needed to provide an enabling environment for due process and a fair outcome. These criteria also provide a framework for rules and practical application, that ensure impartiality – “justice is blind” – meaning that no one is treated with special favor (for example politically powerful people) or with greater scrutiny (for example staff exercising their right to submit a complaint and seek justice). These criteria also frame the rules on separating power and separating reporting lines: those who make the rules, are not the same as those who enforce the rules, or who decide whether a complaint is receivable, or who conduct the investigation, or who evaluate the investigation’s findings, or who pass judgment, or who review an appeal of the judgment, etc. Legal scholars from around the world, including within the UN, have many ways to describe why power should not be accumulated in one group or institutional mechanism, and how a system of checks and balances can be put in place. It also pointed out that evidence from across international organizations that do not benefit from the UN’s reform show that first instance investigative processes are not fulfilling basic criteria for justice. This typically takes two forms: the organizations usually ask staff who are hired to do other work, i.e. their “normal” job, to also be on internal boards, committees or panels, and take part in different aspects of formal dispute mechanisms. Or they hire professional investigators, who report to the head of the agency, to conduct investigations on staff and provide findings for other peers in the organization to mull over and decide. The head of the agency makes the final, internal decision, and if a staff member wishes to appeal, then this goes to the Administrative Tribunal of the International Labour Organisation (ILOAT), the second-instance court.

These persistent problems are documented within the subsequent second-instance ILOAT judgments that overturn first-instance judgments. In several instances, cases brought forth by staff are not investigated fairly and the outcome is unsurprisingly, and sadly, unfair as well. For example, the ILOAT judgments note that many cases of psychological and sexual harassment, at the first instance, demonstrate that this type of misconduct is not understood, is often minimized, not investigated, or when investigated, is not investigated fully, or is investigated without due process. It is clear from evidence that investigating harassment requires different competencies and approaches than investigating fraud. Moreover, it is common knowledge in many UN technical agencies that known perpetrators are not disciplined, and staff members who submit claims in good faith experience retaliation. Several ombudsman offices in different UN technical agencies note that their powers are limited to talking, although valuable, this remains without any real impact in terms of improving justice. As one ombudsman soberly stated “staff are justified in their fear of retaliation.”

What do these persistent problems with first instance, internal justice mechanisms mean for the staff of 60 some organizations that fall under the ILOAT jurisdiction? What should these organizations, with different governing bodies, do to address these persistent problems? What options should be considered given the overall soul searching on the role of many UN technical agencies and other international organizations in our increasing globalized and competitive world? What options should be considered within the current climate of financial crisis, that is forcing all organizations to seek greater efficiencies including downsizing and out-sourcing? What options should be considered that take stock of the persistent deficits of internal systems of justice, highlighted by ILOAT Judgments?

Under PRESSURE?

Are you irritable these days, do you feel tired, dizzy, more and more difficult to keep your self-control or to concentrate? Maybe it is time to measure your blood pressure.

“Control your blood pressure” was the theme of this year’s World Health Day to mark the anniversary of the founding of the World Health Organization (WHO) on 7 April 1948. Every year, a theme is selected that highlights a public health priority in the world.

Hypertension affects one in three adults around the world and leads to nine million deaths every year: we are all concerned! However high blood pressure is hard to detect and most people with hypertension have no symptoms at all. If you suffer from it, you are probably not aware unless warning signals appear.

On the World Health Day celebration, all WHO staff were invited to have their blood pressure measured and try a new WHO tool, which estimates an individual’s risk of heart attack and stroke. “Our aim today is to make people aware of the need to know their blood pressure, to take high blood pressure seriously, and then to take control” said Dr. Margaret Chan, Director-General of WHO.

Hypertension is a warning sign that changes in your lifestyle are required. You can take easy, daily measures, which can result in big impacts to reduce your risks of developing high blood pressure by consuming less salt, eating a balanced diet, keeping fit, moderating drinking and no smoking. Daily moderate-intensity exercise can help lower your blood pressure, for example walking instead of driving to your work place could be an easy alternative. “In WHO, we pay particular attention to a moderated usage of salt and fat when preparing the meals served at the cafeteria” said Eric Chaumont, Chef in WHO. Early detection, adequate treatment and good control can lead to significant health and economic gains. On the contrary, complications of hypertension, affect seriously your health and can lead to cardiac surgery or dialysis, that also impact national and individual budgets.

Dans les coulisses de l’Assemblée

La Soixante-Sixième Assemblée mondiale de la Santé se tiendra du 20 au 28 mai 2013. Ses quelques 3000 délégués se réuniront au Palais des Nations pour débattre des lignes directrices et décider de l’avenir de l’Organisation. Les 194 Etats Membres prendront des décisions sur le budget, la mise en place de la réforme et sur les orientations techniques de différents programmes.

Afin d’assurer le succès de l’événement l’un des défis des organisateurs réside dans la bonne gestion des deux aspects principaux que sont la logistique et la diplomatie. Comment arriver à faire travailler en symbiose les deux cents personnes impliquées dans les nombreux aspects organisationnels et s’assurer que les différents rouages de cette mécanique soient bien huilés.

Penchons-nous d’abord sur la face cachée de l’iceberg : la logistique. Pendant que nous récupérons de notre journée par un sommeil bien mérité, l’équipe de nuit s’active. Julie et son équipe finalisent les projets de résolutions qui sont ensuite envoyés à Caroline et ses collègues pour les traduire dans les 5 langues. Les documents poursuivent leur route vers l’équipe de traitement de texte pour la mise en page et l’édition. C’est alors que Julio, en charge de l’impression intervient et les envoie ensuite à José pour l’expédition au Palais avant 7h du matin. Toutes ces fonctions essentielles s’opèrent sans anicroche dans l’anonymat le plus complet.
