LES DROITS DE L’HOMME: OÙ EN SOMMES-NOUS EXACTEMENT?

Vaste et difficile sujet, ce supplément sur les droits de l’homme tombe sur moi! Les dossiers sur le multilinguisme et sur le personnel – nous en avions une vision concrète – mais, les droits de l’homme! Mes sentiments sont partagés entre l’appréhension de ne pas réussir à aborder ce vaste sujet et la réalisation d’un rêve: préparer un dossier d’UN Special. Où en sommes-nous exactement avec les droits de l’homme? Les experts qui contribuent à ce numéro répondent en partie à cette question. Leurs témoignages nous aident à mieux comprendre et analyser les succès et les échecs avec le recul et les enseignements de l’expérience du terrain. Parviendrons-nous à mieux assumer notre rôle, nos responsabilités et surtout, notre efficacité et notre légitimité pour contribuer à faire comprendre enfin ce message à l’humanité?
J’aimerais également remercier l’équipe d’UNS: Ch. David, qui m’a fait confiance pour le dossier, M. Dweggah, qui m’a soutenue dans mes démarches, D. Winch, qui m’a ouvert des portes fermées auparavant, P. Deda, qui m’a insufflé le courage d’affronter ce défi, O. Svirchevskyy, qui a réalisé la galerie photos. Un remerciement particulier à I. Gerassimova, ainsi qu’aux collègues de la bibliothèque de l’ONUG et du HCDH qui ont mis à ma disposition les photos et les archives. Si nous jouons toujours à l’unisson, nous ferons des miracles! A propos, cela vaut aussi pour l’application de la Déclaration des droits de l’homme...

 

WHERE DO WE STAND EXACTLY?

Human rights – a vast and difficult subject. This supplement on the 60th anniversary of the UDHR has become mine to deal with! The multilingualism, even the supplement on the staff – at least there we had concrete vision. But human rights! My feelings are divided between the fear of not mastering this vast topic and the realization of a dream: to prepare an issue of UNSpecial.
Where exactly are we with the implementation of the Declaration? The experts who have contributed to this issue have in large part replied to this question. Their testimony has helped us to better understand and analyse the successes and failures, the setbacks and the lessons we have learned from experience in the field. Can we now better assume our role and our responsibilities? And above all, do we now have the ability and the legitimacy to contribute to the message so that it may be understood by all of humanity?
Finally, a word of thank you to my colleagues: Ch. David who had confidence in me for this subject, M. Dweggah who has supported me in my endeavours, D. Winch who opened doors hitherto been closed, P. Deda who gave me the courage to face this challenge, and O. Svirchevskyy who realized my idea of the photo gallery. A special thanks to I. Gerassimova and to colleagues in the Library of ONUG and HCHR who placed at my disposal documents, photos and archives. United in our endeavours, we can perform miracles! By the way, this applies equally to the implementation of the ideas of the Declaration...
