LE PERSONNEL, NOTRE ATOUT LE PLUS PRÉCIEUX

Plusieurs articles de ce magazine abordent à nouveau le sujet de la représentation du personnel. N’oublions pas en effet qu’UN Special est un magazine inter agences ONU/OMS.
Pauvres fonctionnaires internationaux! Ballottés entre la hiérarchie pyramidale de nos organisations respectives et des représentants du personnel qui font ce qu’ils peuvent.
La grande majorité des représentants est sincère et dévouée, parfois (pas toujours) désintéressée, mais également souvent inexpérimentée. Dans ce numéro également une confirmation : la vraie mission de nos organisations s’effectue sur le terrain où nos collègues souffrent, plus que tous, des dysfonctionnements structurels. Leurs reportages et témoignages laissent apparaître leur dévouement et des résultats humains tangibles et même étonnants malgré des situations difficiles. Leur discrétion est d’ailleurs toujours proportionnelle à l’importance des résultats obtenus.
Les noms et prénoms de certains d’entre eux s’égrènent également, inexorablement, au fil des mois dans la liste de nos deuils. Nous avons à nouveau voulu rendre un hommage vibrant à ceux qui représentent la véritable démarche de nos organisations et rendent dérisoires toutes les gesticulations, y compris d’ailleurs, celles de votre comité de rédaction...

STAFF, OUR MOST VALUABLE ASSET

Several articles in this magazine broach the subject of staff representation once again. Don’t forget that the UN Special is an interagency publication of the UN and WHO.
Poor international civil servants! We are awash in our respective hierarchical pyramids and our staff representatives do the best they can, considering that their opinions are not always taken into account. The vast majority of them are sincere and devoted, sometimes (but not always) disinterested, but often inexperienced.
In this issue is an affirmation: the true missions of our organizations are in the field, where colleagues suffer more than wedo from the structural malfunctioning of our agencies. Their reports and testimonies demonstrate a devotion to the work and highlight tangible and surprising human accomplishments in spite of difficult situations. Their discretion is usually proportional to the outcome of their efforts.
The names of these colleagues pass relentlessly, one by one, month by month, to the lists of those we mourn. We’d like to render once again a resounding homage to those people representing the true sense of our organizations; and deride other useless/futile actions – including, as a matter of fact, those of this editorial board...
